On the daily chart, notice the following:
-- All the SMAs are moving lower
-- The shorter SMAs are below the longer SMAs
-- Prices are below all the SMAs
-- Today's price action stopped the bleeding, but didn't do much beyond that.

I do not know if the Progressive Caucus' Rescue Package is actually available yet, but would be curious of your interpretation once it is released. OR-04 Rep DeFazio and others were to have a press conference on it today at 3:00pm and release it at that time.
